Long-Term and integrated Planning


As the distribution area manager, AGGM prepares the Long-Term and integrated Planning (LTiP) for level 1 of the distribution network infrastructure of the Austrian market areas (East, Tyrol and Vorarlberg) on a biennial basis. The planning period of the LTiP currently extends to the year 2040 with a view to 2050.

The Long-Term and integrated Planning provides the basis for the efficient transformation of the energy system by creating and maintaining the necessary transport infrastructure for renewable gases (biomethane & hydrogen). A complete decarbonisation of the
Austrian energy system cannot be implemented without a functioning gas infrastructure.

The legal basis for network development planning by AGGM are § 18 and § 22 of the Gas Industry Act (GWG 2011).

The LTiP is publicly consulted prior to submission to E-Control. After approval by E-Control, the LTiP and the notice and submission version are published by AGGM.

Targets of the LTiP

  • Meeting the demand for transport capacities to supply end consumers, taking into account emergency scenarios.
  • Enabling the feed-in and supply of renewable gases
  • Achieving a high degree of availability of transport capacity (security of supply of the infrastructure)
  • Capacity requirements at entry and exit points to the transmission network and storage facilities
  • Consistency with the Community-wide Ten Year Network Development Plan (TYNDP) and the Coordinated Network Development Plan (KNEP)
  • Compliance with the infrastructure standard according to Art. 5 of Regulation (EU) 2017/1938
  • Transparency and traceability with regard to planned and already decided network expansions and network upgrades, including the schedule of investment projects

Process of the LTiP 2024

Demand assessment

By creating and maintaining the necessary transport infrastructure for gaseous energy carriers (natural gas, biomethane & hydrogen), the LTiP provides the basis for the efficient transformation of the energy system. A complete decarbonisation of the Austrian energy system cannot be implemented without a functioning gas infrastructure. It is therefore essential that this planning is based on profound data.

The demand survey for the current LTiP will run from December 2023 to March 2024. During that time the data for the demand model and the demand at entry and exit points will be collected. Capacity expansion requests submitted by 1 March 2024 can be included in the current planning.

In particular for the update of the H2 roadmap, market participants have the opportunity to inform their system operator or AGGM of their future site-specific methane and hydrogen demand via a non-binding questionnaire.

Planning

The demand model and the supply model for methane and hydrogen are created on the basis of the data provided. Hydraulic simulations are used to assess whether all end customers and the required capacities can be supplied at the entry and exit points in the distribution area. The necessary projects to maintain and expand the gas infrastructure - consisting of a methane and hydrogen network - for a climate-neutral energy system are then developed together with the network operators.

Consultation

The four-week consultation on the current LTiP will take place from 28 October until 23 November 2024. During this time, market participants will have the opportunity to submit comments on the current LTiP. The comments will be published on the AGGM website and taken into account accordingly in edition 2 of the LTiP.

Austrian Gas Infrastructure Day (AGID)

The current Long-Term and integrated Planning will be presented to market participants at the AGID. The AGID 2024 will take place as a hybrid event in Vienna on 5 November 2024.

Submission for approval

It is planned that the current LTiP will be submitted for approval at the end of December, so that a decision by E-Control Austria can be expected at the beginning of 2025.
